Can someone tell me what this JDM rear bumper accessory is called?

Here is a link to one I saw on a 1990 Honda Civic EF - http://cl.ly/8YeU it is to the right of the license plate. It is the caution triangle connected to the thing that scrapes the ground. WHAT IS THE NAME OF IT?|||i forgot what it is called...but it works as a ground..since older hondas tend to zap you when you get out of the car....|||looks like a curb feeler, people used to have them on their cars back in the 50's. but back then, these were usually on the fenders and not hanging from the rear.|||thats not jdm
