Are JDM 3SGTE motors illegal in the US?

First generation JDM 3SGTE Celica '86-89 motor, are they illegal in the US. Well the Celica All trac Motor is legal, but the japanese motor I'm not so sure about.Are JDM 3SGTE motors illegal in the US?
i dont see why it would be illegal, just needs to pass emitions if you need to in your areaAre JDM 3SGTE motors illegal in the US?
from what ive heard the first generation is alright "legal" but the 2nd and 3rd gen are not legal...either way im getting the 2nd gen 3sgte for my mr2, just go to a "dirty" smogger who will do it for you, and it will be alright.
