Im getting a jdm front clip and installing test pipes when i install it, think ill pass inspection in NJ?

I have a 1990 nissan 300zx, i herd now they also check under cars now to see if you have cats.|||They won't have to look if you install test pipes. it will fail smog. the whole point of test pipes is to take them off and reinstall the cats when you go get inspected. They are named test pipes because you are supposed to be able to put them on to "test" to see fi your cats are bad. You just forget to put the cats back on till smog time.|||Will not pass if you don't have cats.
